国家级海绵城市试点正在积极建设和推进中，其中的问题和经验值得非试点城市思考和借鉴。本文以湖南省长沙市为例，介绍了非试点城市长沙市推进海绵城市和生态海绵社区建设的主要工作，提出了建设海绵社区的设计思路和重点内容，探讨了长沙市开展海绵社区建设存在的具体问题和对策，及如何以海绵社区作为切入点，从部门联动、典型示范、资金机制等多方面积极推进海绵城市建设的具体建议。本文可供非试点海绵城市借鉴经验。
The National Sponge City Demonstration Project has been launched and taken into implementation，which experiences can be learnt by non-site cities. Take Changsha，Hunan province as an example，this article intoduces policy and measures of Changsha’s efforts in building sponge city and ecological sponge community. This article indicates some obstacles for Changsha implenmenting the Sponge Community，and proposes to build a whole spong city by piloting the ecological-sponge community projects throught strengthening cross-sector coordination，best practice of demonstration，financing mechanism，and so on. This article would be a reference for other non-site city to build their Sponge City.
