城市水安全保障系统的构建是基于问题导向的气候适应型城市建设的重要内容。本文按照问题识别、系统规划、分策实施、协同机制的路径，从严格节水行动、推进海绵城市建设、规划建设标准调整等方面提出我国气候适应型城市水安全保障系统构建策略。
The construction of urban water safety security system is an important part of urban construction based on problem-oriented. This paper proposes the climate adapt to the urban water safety security system construction strategy：the most stringent water-saving action，promote the construction of sponge city，planning and construction standards adjustment according to the problem recognition，by the path of system planning，the implementation of the strategy，and co-operation.
