本文从制度角度探讨全球气候治理的演进及其发展模式,考察G20气候治理机制的主要内容和发展历程,分析G20气候治理机制的特点和制度优势,并在此基础上研究G20气候治理机制与《联合国气候变化框架公约》(简称《公约》)体系的融合前景。研究发现,尽管G20本身并不是一个具有强制力的机制,但《公约》内外机制并行发展已成为全球气候治理的基本模式;同时,《巴黎协定》存在先天不足,不能有效应对气候变化,因此迫切需要《公约》外机制持续发挥作用,以便解决应对气候变化的全球合作问题。G20具备领导全球气候治理所需的实力与优势,预计未来,G20与《公约》机制会在一定程度上融合。
This paper explored the evolution of global climate governance and its development model,analyzed the main contents and stages of G20’s climate governance,examined the characteristics and institutional advantages of G20’s climate governance,and discussed the integration prospects of G20 climate mechanisms and the United Nations Framework Convention on Climate Change Convention(UNFCCC) mechanisms. It found that although the G20 itself is not a mandatory institution,the parallel development of the UNFCCC mechanisms and other international mechanisms has become the basic model of global climate governance. At the same time,the Paris Agreement is inherently deficient and cannot respond effectively to climate change. The non-UNFCCC mechanisms are expected to continue to play a role in addressing global climate cooperation. G20 has the solid strength and institutional advantages to lead global climate governance,and it is expected that G20 will converge to the UNFCCC system to a certain extent.
