美国总统特朗普的国内和国际气候变化政策已经基本明朗,他正运用广泛的总统行政权力逐步系统地削弱甚至推翻奥巴马政府的内外气候变化政策。宣布美国退出《巴黎协定》是特朗普消极应对气候变化最集中的反映。特朗普政府推行消极的气候变化政策主要是美国国内政治因素和特朗普个人偏好所致,而非因为《巴黎协定》给美国造成沉重负担。这种消极政策将使中国和中美关系面临多重挑战,其中之一是中国面临急剧增加的预期自身承担全球气候治理领导责任的国际压力。为此,中国对内应实现国家自主贡献的上限目标,对外应积极重建全球气候治理集体领导体制,即用C5取代G2,同时继续努力拉住美国。
U.S. President Trump’s domestic and international climate change policies have been basically clear. He is increasingly weakening and even overthrowing the Obama administration’s domestic and international climate change policies in a systematical way by using his comprehensive administrative power as a U.S. president. Trump’s announcement of withdrawal from the Paris Agreement can best demonstrate his negative response to climate change. Trump’s passive climate change policies were mainly driven by the U.S. domestic politics and his personal preferences rather than any burdens on the U.S. imposed by the Paris Agreement. Trump’s passive climate change policies posed quite a few challenges on China and Sino-U.S. relations. One of them is that China faces mounting pressure from the international community to assume global climate leadership after the U.S. withdraws. This paper proposed that China should reach the high ends of its domestic climate targets under the current Nationally Determined Contributions;internationally,facilitate the rebuilding of global shared climate leadership,replacing the G2 with C5. Meanwhile,China needs to keep the U.S. engaged in climate cooperation.
