近年来,中国许多城市频发暴雨洪涝灾害,引起学界和社会对构建韧性城市的关注。本文基于IPCC气候风险评估框架,采用暴雨致灾危险度、城市适应能力指数等指标,构建了城市暴雨韧性指数,并分别选取中国省会城市及直辖市和海绵城市及气候适应型城市的试点城市进行暴雨韧性排序,得到了高韧性城市、中等韧性城市、低韧性城市三类。本文采用的韧性城市评估方法及评估结果可供学界和城市决策者参考,有助于推动社会积极关注在城镇化提升时期我国大中城市面临的灾害风险。
Recently,many mega cities in China suffered heavyrain and flooding,which draw much attention from researchers and the public. This paper built an index on urban resilience to heavyrain,based on heavyrain hazard degree and urban adaptive capacity indicators under the IPCC climate risk analytical framework. Take China’s provincial capital cities as one example,pilot cities of Sponge City and Climate Resilient City as another example,this paper ranked these two types of cities with three catagories,high urban resilience,middle level resilience and low level resilience to heavyrain disaster. Its analysis and results to the urban resilience to heavyrain will give a reference study to researchers and urban policy makers,and help to attract attention from the public on mega cities’ disaster risk under the background of fast urbanizing.
