In order to reach the Paris Agreement’s global climate goal, the scenario in the IPCC’s Sixth Assessment Report(AR6)includes a large number of pathway assumptions for negative-emission technologies such as carbon removal. It is observed that carbon removal will play an important role in the implementation of long-term climate goals in Europe and the United States. The “Carbon Removal Act 2022” proposed by members of the U.S. House of Representatives is under consideration by the relevant committees in the House of Representatives, and the “Carbon Removal Certification Framework Legislation Draft 2023” reached a preliminary agreement in the European Parliament and the European Council in April 2024. In this paper,we will analyze the definition, standards, means of policy implementation, and transparency system of carbon removal in Europe and the United States from the current carbon removal legislation,in an attempt to provide decision-making support for Chinese policymakers. It was concluded that the European Union and the United States have provided policy support for the development of carbon removal technologies in terms of technological innovation, market application and financial mobilisation, with the European Union focusing more on front-end technological research and development and the United States focusing more on market application. In the process of formulating and improving climate policies related to CDR,China can draw on the experiences of Europe and the United States to promote the research and development, application and dissemination of CDR technologies according to the context situation. China can also carry out international co-operation in information exchange, capacity building and scientific research on CDR technologies based on the characteristics of European and American technologies and policies.
