The widespread establishment of individual carbon markets worldwide, combined with the “bottom-up” emission reduction cooperation mechanism under the Paris Agreement, creates both a practical demand and institutional support for the linking of global carbon markets. This paper reviews the forms and current status of carbon market linking, explores the practical challenges of carbon market linking from five perspectives:geographical proximity, economic feasibility, political feasibility, climate policy differences, and environmental integrity. In response to these challenges, countermeasures are proposed to facilitate the linking of carbon markets and ensure the effective operation of the linked markets. This paper suggests providing a supportive political environment for carbon market linking, linking by degrees, enhancing coordination of carbon market institutional systems, overcoming legal barriers to carbon market linking, and ensuring the environmental integrity of the linked markets.
