陆地生态系统碳库在应对气候变化中发挥着重要作用,保护修复森林、草地、湿地生态系统能够增加碳储量,增强温室气体清除(碳汇)能力。我国森林、草地、湿地面积位居世界前列,中国政府高度重视森林、草地、湿地在应对气候变化中的重要作用,部署实施了一系列固碳增汇的政策与行动。重点以巩固提升森林、草地、湿地碳汇能力为核心,系统提出固碳增汇方案、措施,不断完善碳汇计量监测体系,探索推进碳汇价值实现路径,积极落实相关政策,为应对全球气候变化做出积极贡献。
Terrestrial carbon reservoirs play a crucial role in addressing climate change. Protecting and restoring forest,grassland,andwetland ecosystems can increase carbon storage and enhance greenhouse gas removal(carbon sink)capacity. Various consensus agreements have been reached to incentivize reducing carbon emissions by reducing deforestation and forest degradation,and increasing forest carbon storage by many implementing measures,contributing to the effective implementation of the United Nations Framework Convention on Climate Change and the Paris Agreement. Land management activities centered around forests and grasslands,which contribute to changes in carbon sources and sinks,constitute a major component of the Intergovernmental Panel on Climate Change(IPCC)greenhouse gas inventory reports. Wetland conservation and restoration have been integrated into sustainable development,climate,and biodiversity programs,as well as relevant national policies. China possesses extensive forest,grassland,and wetland areas,ranking among the world’s leaders. The Chinese government places high importance on their role in combating climate change and has implemented a series of policies and actions to enhance carbon sequestration and sinks. The key focus is on consolidating and enhancing the carbon sink capacity of forests,grasslands,and wetlands. A comprehensive plan and measures have been developed to stabilize and maintain carbon stocks. The focus lies in consolidating and strengthening the capacity of forest,grassland,and wetland carbon sinks. Continuous improvements are being made to the carbon accounting and monitoring system. Efforts are underway to explore pathways for realizing the value of carbon sink products. Relevant support policies and working mechanisms are being prudently implemented. These policies and actions contribute positively to addressing global climate change and playing an active role in fulfilling climate negotiation commitments of China.
