碳普惠,是促进实现消费端碳中和的一种新型碳市场机制,既需要国家政策设计,以确保实现绿色生产生活方式,更需要地方、企业和个人的参与。在此背景下,如何最大限度地释放全社会共建共享绿色低碳生活方式的巨大潜力,成为当前各方关注的焦点。本文介绍了碳普惠的来源、碳普惠概念、碳普惠和行业碳减排的关联关系、碳普惠市场要素、碳普惠发展历程,以及数字技术助力碳中和的创新应用,提出了推广碳普惠促进消费端减排的建议。
Achieving the “3060” carbon goal is the strategic decision of China integrating the domestic and international situations. At present,from the top-level design to the implementing pathway,from the clear vision to the construction of a green production and lifestyle,the state is mobilizing the great enthusiasm and momentum of the whole society and all initiatives to take actions to achieve this goal. In this context,how to maximize the potential of the whole society to build and share a green and low-carbon lifestyle has also become the focus point. This paper reviewed the development process of carbon inclusion in public green behaviors in China,analyzed the advantages and challenges of the multi-types of carbon inclusion mechanism of government and enterprises,as well as the innovative application of digital technology to help carbon neutralization.
