推进传统工业节能降碳改造对传统产业绿色低碳发展具有重要意义，是实现经济高质量发展、工业提质升级的必然要求。本文首先系统梳理了我国推动传统工业节能降碳的主要举措，以及我国在传统工业节能降碳方面取得的主要成效，其次研究分析了传统工业节能降碳潜力及面临的瓶颈问题，最后在技术改造、行业挖潜、技术装备研发推广、政策支持、管理服务等方面提出相关政策建议。
Promoting the transformation of energy conservation and carbon reduction in traditional industries is of great significance to the green and low-carbon development of industries，and is an inevitable requirement for achieving high-quality economic development and industrial upgrading. Firstly，this paper systematically combs the main measures taken by China to promote energy saving and carbon reduction of traditional industries，and the main results achieved in technology and equipment upgrading，energy saving and carbon reduction，etc.，studies and analyzes the energy saving and carbon reduction potential of traditional industries and the bottleneck problems faced，and finally puts forward relevant countermeasures and suggestions in technology innovation，industry potential tapping，technology and equipment R & D promotion，policy support，management services，etc.
