In October 2019，the Intergovernmental Panel on Climate Change （IPCC） issued the Special Report on the Ocean and Cryosphere in a Changing Climate，which was adopted at the 51st Plenary Session. The report’s Summary for Policymakers （SPM） mainly consists of three sections：“Observed Changes and Impacts”，“Future Changes and Risk”，and “Implementing Responses to Ocean and Cryosphere Changes”. The Special Report comprehensively assessed the existing scientific understanding of the ocean and cryosphere in the context of climate change and has received extensive attention from the international community. This paper focuses on the background and key findings of the IPCC Special Report on the Ocean and Cryosphere in a Changing Climate，and analyzes and evaluates the relevant issues involved in the Special Report，ending with relevant suggestions.
