受联合国秘书长邀请，中国与新西兰一同牵头2019年气候行动峰会“基于自然的解决方案”领域工作。“基于自然的解决方案”概念的提出是应对气候变化领域已有诸多工作的集成和加强，强化对“基于自然的解决方案”的认识和实施，能够为全球应对气候变化进程做出重要的贡献。牵头“基于自然的解决方案”领域的相关工作，为中国推动全球生态文明建设以及引领全球环境和气候治理提供了宝贵机遇，同时也在维护国家利益、统筹国内相关力量以及外联和宣传等方面带来挑战。为此，建议中国在牵头“基于自然的解决方案”过程中，营造积极促进的氛围，强调“基于自然的解决方案”的整体性，加强与各利益相关方的联系及合作，聚焦认识和强化“基于自然的解决方案”的政治信号，制定中长期的工作方案，力争在峰会上呈现全面、平衡、有力的成果，宣传中国理念，彰显负责任的态度和领导力。
China，together with New Zealand，was invited by the UN Secretary General to co-lead the action area of Nature-based solution under the 2019 Climate Action Summit. Nature-based solution is an integration and enhancement of various climate actions. Recognizing the value of NBS and enhancing the implementation of NBS could significantly contribute to global climate action and ambition. As the co-lead of NBS track，China has been provided precious opportunity to promote global eco-civilization and to show the leadership in global environment and climate governance，but meanwhile China also faces with challenges of defending state interests，coordinating domestic institutions，as well as networking and publicity. Thus，it is important for China to create a positive and facilitating momentum under the NBS agenda and to keep NBS as an organic whole. It is also needed to engage various stakeholders，and to ensure a focus on the political signal of recognizing and enhancing NBS with follow-up mid-and long-term implementation plans，so that to deliver a comprehensive，balanced，and ambitious outcome，which brings out together China’s concepts and demonstrates China’s willingness of taking due responsibilities and leadership.
