2017年，台风“天鸽”、“帕卡”和“玛娃”接连袭击珠海，对城市园林绿化、道路交通、市政设施、建（构）筑物等造成了严重损坏，亟须通过城市景观环境精细化、品质化提升，做好台风灾后重建工作。同时响应中央城市工作会议提出的“着力解决城市病等突出问题，不断提升城市环境质量、人民生活质量。”要求以更加精细的城市管理、更加靓丽的城市环境，做好台风灾后重建工作、提升珠海市城市竞争力和吸引力、让市民有获得感。
