The recent progress of carbon market in China，including pilot carbon market，greenhouse gas voluntary emission reduction market and national carbon market was reviewed. In addition，the main risks faced in the construction of the national carbon market were analyzes，that is，how to deal with the risk of the relationship between the market role and the government’s role，how to deal with the risk of the relationship between the pilot carbon market and the national carbon market，how to deal with the risk of policy coordination and system cooperation，and how to deal with the risk of regional differences and industry differences. Aiming to managing these key risk，the possible policy recommendations were proposed and discussed.
