极端气候事件对城市“三生”系统的影响及其适应策略探讨

全球气候变化加剧了暴雨洪涝、高温热浪、重度雾霾等极端气候灾害发生的频率和强度,对城市的生态、经济和社会体系产生不同程度的影响,妨碍城市功能的正常运转。城市对气候变化的适应不仅包括生态、生产、生活三个系统内部各要素的相应与调整,还包括三个系统之间的相互整合与协同应对。本文从城市社会、经济、生态等基本要素入手,分析生态优先、绿色生产、智慧生活对适应气候变化的迫切需求,探索城市应对极端天气和气候的“三生”适应途径与应对举措,指出以增大城市适应气候变化能力为目的、建立智能城市绿色技术体系与智慧城市防灾减灾社会管理体系,是城市应对气候变化下的极端气候事件的有效途径。

Abstract

The global climate change has intensified the frequency and intensity of extreme weather disasters such as torrential rain and flood,high temperature and heat wave and heavy smog,which have affected a city's ecology,economy and social systems to different degrees and hindered the normal operation of urban functions.The adaptation of a city to the climate change includes not only the response and adjustment of various elements within the three systems of ecology,production and living,but also their mutual integration and coordinated response.Starting from basic elements of urban society,economy and ecology,this paper analyzes the urgent needs of ecological priority,green production and smart life to adapt to climate change,explores ways and measures for a city's ecology,economy and social systems to adapt to extreme weather and climate and points out that an effective way for a city to cope with extreme climate events under the climate change is to establish an intelligent urban green technology system and a smart urban social management system of disaster prevention and reduction for the purpose of increasing the city's ability to adapt to the climate change.
