《巴黎协定》锁定了华沙气候变化损失损害国际机制,强调了建立风险保险工具、气候风险分摊以及其他保险解决方案,基本确定了一个各国通过可持续发展解决损失损害问题的框架,但是仍然没有解决很多技术性问题。本文首先详细介绍了一种有效转移气候变化灾害的风险工具——气象指数保险,并阐述了它在世界各国的应用情况,论述了它与气候变化应对之间的天然内在联系,重点分析了在气候变化背景下气象指数保险产品开发面临的技术难题。其次,通过北京市农业干旱气象指数产品开发和应用实践,提出了一套气象指数保险产品开发技术框架,论证了气象指数保险产品所能够发挥的作用。再次,从技术和机制两个角度讨论了我国气象指数保险产品在应用和推广过程中面临的问题,并给出了建议策略。
The Paris Agreement anchored Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts,and emphasized to establish risk insurance tools,climate risk apportionment and other insurance solutions. Although the Agreement formulated a framework for all Parties to address loss and damage on a sustainable development basis,it has not resolved a lot of technical issues. Here,fist,Weather Index-Based Insurance(WII),which is an effective tool to transform climate change disaster risk,is introduced,its applications around nations are elaborated and the inherent relation between WII and climate change dealing is stated and key technical problems faced by WII production development is analyzed on emphasis in the context of climate change. Then a technical framework for WII production development is proposed through the case of WII production development for apiculture drought and practice in Beijing,which demonstrates the function of WII in dealing with climate change disaster. Last,problems confronted with WII production application and promotions in China are discussed from the views of technique and mechanism,and strategies are provided in the end.
