京津冀地区雾霾问题备受关注，且其治理已提上政治日程。由于区域大气环境问题具有整体性、复杂性的特征，京津冀地区的雾霾治理必须采取联防联控，协同行动。由于京津冀三地处于不同的发展阶段，基本诉求不一，因此京津冀协同治理雾霾应当树立由属地治理走向区域一体化治理的思想，打破行政区域限制，建立京津冀雾霾联合治理的合作机制。本文总结了京津冀地区雾霾问题的成因，分析了京津冀雾霾协同治理的挑战，并提出了推进京津冀雾霾协同治理机制创新的对策建议。
Haze problem around Beijing-Tianjin-Hebei region has attracted much attention and its solution has been set on the top political agenda. As the integrity and complexity of the regional atmospheric environmental problems，the governance on haze around Beijing-Tianjin-Hebei region must take measures in a coordinated way. Due to different stages of development and basic demands of Beijing，Tianjin and Hebei，the governance on haze should take the idea of regional integration governance not the local governance，break territorial administrative division limitations and establish a joint haze governance mechanism. This article summarized the causes of the haze in Beijing-Tianjin-Hebei region，analyzed the key points and difficulties of collaborative governance，and put forward accordingly countermeasures and Suggestions.
