随着人口增长和经济总量的提升，我国城市地区面临的气候灾害风险不断加剧。2016年2月发布的《城市适应气候变化行动方案》旨在推进我国城市地区适应气候变化的能力。本文介绍了该方案出台的背景、内容、目标及最新政策进展，分析了我国城市落实适应方案的机遇和障碍，并结合国际经验从理论和实践层面提出了我国建设韧性城市的具体建议。
The climatic risks and disasters are emerging in urban areas with increasing population and the boom of urban economy. In February 2016，the Urban Action Plan for Adaptation to Climate Change was launched to improve the urban resilience to climate change. This article introduces the background，content，targets and recent improvement of the policy making，as well as analyzing the opportunities and challenges in its implementation. Finally，with reference of some international experiences，this article proposes practical suggestions for building resilient cities in China.
