国际航空、海运业排放议题是《联合国气候变化框架公约》下最早启动应对气候变化谈判的行业议题之一,其源头在于国际航空、海运业自身特征所带来的技术问题,即其无国界性及派生于经济需求带来了温室气体排放统计和分配的难题。多年来,航空海运减排谈判在《联合国气候变化框架公约》和行业组织下同时推进,各方围绕行业减排谈判的主渠道、减排的适用原则等一系列问题分歧不断、徘徊前行。《巴黎协定》虽未涉及国际航空海运减排内容,但决不意味着这两行业的减排责任有丝毫减轻。相反,近期会议的进展和各大利益集团的动向均表明,未来全球将进一步加速为两行业绿色低碳发展寻找符合其特征的解决方案和路径,行业组织也将按照既定的框架和路线图,更为有力地推进《巴黎协定》的落实。
As one of the issue raised at the early stage of UNFCCC,GHG emission reduction from international aviation and shipping was initiated from the technical problems owing to their own characteristics. For years,the negotiation of international aviation and shipping split on parallel discussion under UNFCCC and ICAO/IMO,holding furious debates by members around the matters of main platform for negotiation,fundamental principles of emission reduction,and so on. The absence of any specific mention of aviation and shipping in the final text of the Paris Agreement will in no way diminish the strong commitment of two industries to continue work to address GHG emissions. On the contrary,as shown at recent meetings under ICAO and IMO following the Paris Conference,further contributions had been looked forward,and continued efforts will be taken by the two industries in near future to support the implementation of the Paris Agreement.
