气候变化资金问题是全球气候治理体系的重要组成部分，也是巴黎气候变化大会争论的焦点和难点。《巴黎协定》在资金问题上维护了“共同但有区别的责任”原则，明确要求发达国家继续出资帮助发展中国家应对气候变化，并在出资主体、资金来源与规模、资金分配、透明度及资金机制等方面对气候资金进行了部署。发达国家出资责任的落实、履约资金透明度体系建设、其他缔约方在资金问题上的行动以及资金机制各运营实体对《巴黎协定》的响应等是气候变化资金谈判的后续工作。
Climate finance，being one of the most important components of global climate change governance system，was the focus and difficulty on the negotiation of Paris Climate Change Conference.The Paris Agreement upholds principle of common but differentiated responsibilities on climate finance. According to the Agreement，developed countries shall continue to provide financial resources to assist developing countries in tackling climate change. With respect to the climate finance，the Agreement and the decisions adopted by the Conference also stipulate the responsible subject，the sources and the scale，the allocation，transparency and the financial mechanism. The follow-up work on climate finance will include developed countries’ fulfilling their financial obligation，development of transparency，other parties’ action，as well as the response of the operating entities of the financial mechanism to the guidance of the Paris Agreement.
