本文利用中国社会科学院城市发展与环境研究所全新开发的低碳城市建设评价指标体系对2016年我国不同规模城市进行了多维度评估。研究表明,我国大部分城市低碳发展取得了一定成效,东部城市、生态优先型城市、珠三角城市低碳发展整体水平较高,但具有内部差异较大等特征,故提出明确城市发展定位、缩小区域内城市低碳发展差距,优化指标选取、扩大评估范围,发挥低碳与区域发展的协同效应、构筑区域绿色发展新体系等建议。
This paper evaluated the multi-dimensional effectiveness of different low-carbon cities construction in China in 2016 by using the low-carbon city construction evaluation index system developed newly by the Institute for Urban and Environmental Studies Chinese Academy of Social Sciences. The results showed that most cities in China have achieved some positive effectiveness in low-carbon development. The overall level of low-carbon development of eastern cities,eco-priority cities and cities in the Pearl River Delta are relatively high,but they have the characteristics of large internal differences. Finally,it put forward some suggestions,such as clarifying the orientation of city development,narrowing the gap of cities low-carbon development in the region;optimizing the selection of indicators,expanding the scope of evaluation;giving full play to the synergistic effectiveness of low-carbon and regional development,and constructing a new system of regional green development.
