中国社会科学院与中国气象局合作编写的“气候变化绿皮书”自2009年推出第一本至今已经走过十个年头。“气候变化绿皮书”十年来一直密切关注和反映国际气候进程和中国的低碳发展。本文从科学认知、国际气候治理和国内低碳行动几个不同视角回顾十年的发展历程，分析当前应对气候变化的总体形势，同时也简要总结“气候变化绿皮书”的诞生和发展过程，展望未来发展的方向。
It took 10 years since the first Annual Report on Actions to Address Climate Change by Chinese Academy of Social Sciences and China Meteorological Administration published in 2009. This green book always pays close attention to and reflect international climate process and low-carbon development in China. This report reviews 10 years of tackling climate change from different perspectives including scientific understanding， international climate governance and domestic policies and actions. It also comprehensively analyzes the current situations to address climate change， and briefly summarizes the birth and development process of the green book as well as the outlook for the future.
