本报告从哈长城市群生态环境的地域特征出发，阐述了哈长城市群生态环境一体化发展的必要性；对哈长城市群生态环境发展进行了评价，提出了哈长城市群环境保护总策略；在对生态环境进行功能分区的基础上，提出重点打造“三群、四区、五脉”的景观生态空间格局，并从分区保护与分类保护两个方面提出了具体的保护对策。
Proceeding from the regionality of the ecological environment in Harbin-Changchun City Cluster，this report exponds the necessity of integrated development of ecological environment in this cluster and evaluates the ecological development of the cluster. General strategies for environmentl protection is raised，and on basis of functional secterization of ecological environment，a propose focusing on a landscape ecological space structure of “3 clusters，4 districts，5 zones” is put foward. The report ends with providing specific protecting strategies both by area and by category.
