The abundant marine resources，has become the common topic that the Pacific Island States share，and also has become the representative of the humanistic characteristics of the South Pacific Island States. Although ocean has played the very important role in economy and society of the Pacific Island States，the lack of integrated planning and enforced constraints become the potential threat of sustainable development. All in all，what has to take into consideration is how to establish marine ecological concept，marine cooperation mechanism as well as the restriction of law framework.
