东北地区城镇化长期由工业化驱动，重视规模而忽视质量，随着工业化驱动力的减弱，城镇化发展不足问题日益突出。服务业是城镇化发展的后续动力，流通产业是服务业的重要组成部分，发展流通产业为东北地区城镇化质量提升提供新的思路。流通产业集聚通过技术溢出效应、要素市场共享效应、产业关联效应和拥挤效应作用于城镇化质量提升，本文运用区位熵和熵值法分别测度东北地区流通产业集聚度和城镇化发展水平。为进一步推动东北地区城镇化质量提升，针对流通产业集聚推动城镇化质量提升存在的问题提出解决路径，即改善营商环境，促进流通产业发展；完善基础设施，促进产业集聚溢出效应发挥；大力发展数字经济，促进上下游产业有效衔接；推进人才体制机制改革，促进人才要素集聚。
