《粤港澳大湾区发展规划纲要》把“内地与港澳深度合作示范区”作为粤港澳大湾区建设的五大战略定位之一，构建开放型区域协同发展共同体是实现这一战略定位的重要举措，而“探索协调协同发展新模式”是实现这一战略定位的关键策略。发挥“一国两制”独特优势，推动有效市场与有为政府共同发力，创新体制机制，将四大中心城市优势充分激发出来，是推进粤港澳大湾区协同发展的方向。
The Outline of the Development Plan of Guangdong-Hong Kong-Macao Bay Area takes “the demonstration area of in-depth cooperation between the mainland and Hong Kong & Macao” as one of the five strategic positioning for the construction of Guangdong-Hong Kong-Macao Bay area. Building an open regional collaborative development community is an important measure to realize this strategic positioning，and “exploring a new model of coordinated development” is the key strategy to realize this strategic positioning. Giving full play to the unique advantages of “one country，two systems”，promoting the joint efforts of effective market and promising government，innovating system and mechanism，and fully stimulating the advantages of the four central cities are the direction of promoting the coordinated development of Guangdong-Hong Kong-Macao Bay Area.
