东北三省城镇化初始水平较高，质量不断提升，城市的公共服务力度加大，但近几年东北三省城镇化整体增速较慢，城市经济质量增长落后于数量增长，四个副省级城市综合竞争力不足，合作协调机制失衡，小城镇资源承载力不够，且资源型城市较多，生态环境破坏较严重。为此，本文认为，促进东北三省新型城镇化高质量发展必须贯彻“新发展理念”，并提出前瞻性、针对性、可行性强的对策建议。
The initial level of urbanization in the three provinces of Northeast China is relatively high，the quality is constantly improved，and the public service of cities is increased. However，in recent years，the overall growth rate of urbanization in the three provinces of Northeast China is slow，the quality of urban economy lags behind the growth of quantity，the comprehensive competition of the four sub-provincial cities is not strong，the cooperation and coordination mechanism is unbalanced，the resource carrying capacity of small towns is not enough，and there are many resource-based cities，and the ecological environment is seriously damaged. Therefore，this paper holds that it is necessary to carry out the “new development concept” to promote the high quality development of new urbanization in the three provinces of Northeast China，and puts forward forward-looking，targeted and feasible countermeasures and suggestions.
