1980~2019年深圳工业化进程中的开放型创新体系建设

改革开放40多年,深圳从“三来一补”加工贸易起步,以高新技术产业为主体推动产业持续升级,成功走出了一条“深圳加工——深圳制造——深圳创造”的工业化道路,创造了世界城市与产业发展奇迹。与工业化进程相适应,深圳构建了以企业为主体、市场化为导向、产学研深度结合的区域创新体系,实现从引进创新、模仿创新、集成创新到原始创新的能力梯次升级。开放是深圳创新体系的鲜明特征。本文将深圳开放型创新体系建设历程划分为四个阶段,并从创新资源、创新主体、创新平台、创新环境等角度描述深圳创新体系的开放性。当前,深圳创新发展中仍存在基础研究薄弱、产业基础与产业链现代化水平亟待提升等不足,建议从体制机制改革提升原始创新能力、“两链”融合打造引领发展新优势、制度开放主导建设全球关键枢纽型城市等方面进一步完善开放型创新体系。

Abstract

In the 40 years of reform and opening-up,started from the “three-plus-one” trading mode,Shenzhen has embarking on a successful industrialization road of processing-manufacturing-creating by promoting its high-tech industries upgrading continuously,which created a miracle in the worldwide history of urban and industrial development. Supporting the industrialization road,Shenzhen built a regional innovation system with features of using enterprises as innovation main body,market-orientated,and deep integration of industry-university-research,which fulfilled the capability upgrading from introducing of innovation,imitative innovation,integrated innovation to original innovation. Taking openness as the distinctive feature of Shenzhen’s innovation system,the paper divided its development process into four stages and described the openness features from perspectives of resource,subject,platform,and environment. At present,Shenzhen still faces some innovation shortcomings,such as weak ability of its basic research,urgent need to its industrial base upgrading and industrial chains’ modernization,etc. In order to overcome these shortcomings,some suggestions are presented,such as enhancing original innovation ability through system reform,creating a new industry leading advantage by chains integration of innovation and industry,and become a key hub city in the world by system open,etc.
