本报告在分析经济增长质量内涵的基础上，从要素投入、资源配置效率、技术创新三个维度构建了经济增长质量的指标体系。将长三角地区作为研究对象，运用主成分分析法对1991～2016年长三角地区经济增长质量进行测度与分析。结果表明，长三角地区经济增速将持续下降，仍处于要素—资本驱动阶段，创新驱动潜力巨大。建议优化要素质量提升系统，引导高级要素集聚，增强效益导向型的软环境优势，从而加快长三角地区经济质量提升。
The system of evaluating index of economic growth quality is constructed on the base of analysis of the quality of economic growth connotation in the Yangtze River Delta region （YRD） by the quality of inputs dimension，the efficiency of allocation dimension，and technological progress dimension. The YRD is focused as research object in this paper. The quality of economic growth connotation in the YRD from 1991 to 2016 is measured and analyzed by principal component analysis. The results show that the economic growth of YRD would continue to decline，it is still in the factor-driven and capital-driven stage，its innovation driven potential is huge. It is put forward to promote the quality of economic growth of YRD，by optimizing the factor quality improvement system，guiding the high-level factor concentration，and creating the benefit oriented soft environment advantage.
