本报告从住房公积金“存废”之争入手，提出住房公积金存在的逻辑不在其本身，而在于其在住房保障制度中的独特功能定位。我国住房公积金制度的成立与住房分配制度改革及城镇化进程是密不可分的，具有明显的社会属性和广泛的社会意义。同时，本文提出了京津雄城市群公积金改革的方向与策略。
First，starting from the dispute of housing accumulation fund，it is put forward that the logic of housing accumulation fund exists not in itself，but in the unique function orientation of housing accumulation fund in housing security system. The establishment of housing accumulation fund system in China is closely related to the reform of housing distribution system and the process of urbanization，which has obvious social attributes and extensive social significance. Finally，the author puts forward the direction and strategy of housing accumulation fund system reform in Beijing-Tianjin-Xiongan New Area urban agglomeration.
