太平洋岛国是“一带一路”的重要组成部分。本文基于中太双方数据,从货贸、服贸以及投资三个角度对中国从太平洋岛国的进口展开现状分析,发现进口规模小、增速快,但集中于极少的产业、产品、国家或者项目,且分布不平衡。缺乏了解以及区内区外各种国家势力等因素制约进一步扩大进口。对此,本文倡议紧密结合“一带一路”南线能源政策,科学管理捕捞,增加进口,实现“蓝色丝绸之路”;扩大进口门类,加快进口升级,做好“绿色丝绸之路”。在做大、做强、做好已有项目和产业的同时,应该因地制宜实现投资升级,并尽量吸收台湾当局的“邦交国”和合理处理与相关大国的关系。
Pacific islands countries constitute a significant part of“the Belt and Road ”Initiative.Based on data from both Chinese side and PICs,this article conducts a systematic analysis on Chinese import from PICs in terms of goods,services as well as investment.The results indicate that Chinese import from PICs is small but increases fast,but only focuses on a few industries,products,countries or programs,and is unevenly distributed.Factors such as lack of understanding and other forces both within and outside the region are restricting further imports.Correspondingly,this article proposes that relevant departments should closely integrate with the southern line energy policy of“the Belt and Rood” by managing fishing scientifically,increasing import,and achieve the “Blue Silk Road”;expanding import categories,accelerating import upgrades,and following“the Green Silk Roads”.While maintaining the strength and advantages of existing programs and industries,investment should be upgraded and adjusted to local conditions.Furthermore,Taiwan's diplomatic allies ought to be drawn and relations with relevant major powers should be handled properly.
