杜特尔特上台执政前，菲欧关系持续发展。但杜特尔特就任菲律宾总统后就扫毒政策与欧盟关系交恶，欧盟认为杜特尔特侵犯人权，杜特尔特拒绝出席与欧盟相关的外交活动，推却欧盟提供的经济援助。然而菲欧双方政府部长层面的交往依旧持续，菲律宾在欧盟获得的贸易优惠地位也并没有被取消，双方的贸易与投资体量依旧在增长，欧盟继续为菲律宾提供援助。在文化层面，欧盟及其成员国的文化机构积极地在菲律宾举办各类文化活动，提升欧盟在菲律宾的影响力。而菲律宾的电影、艺术同样开始走进欧洲，但其推广形式比较被动，较难为菲律宾在欧盟创造深远的影响力。
Before Duterte’s governance，the EU-Philippines Relations kept developing steadily. But after Duterte launched his drug war，Philippines’s relations with the EU has been worsened. Duterte even insulted the EU publicly and claimed that the EU was intervening in Philippines’ domestic affairs via development aid. Nonetheless，the EU’s trade with Philippines still are still booming during Duterte’s presidency. Further，the EU is still providing loans and grants for Philippines’ development. Moreover，as for the cultural activities，the EU and its member states’ institutions are still promoting European culture by organizing various social activities in Philippines，improving European countries’ images，despite Duterte’ humiliation.
