英国一直是中国企业在欧洲进行并购投资的重要目的地国,且多年来秉持自由和开放的经济政策。在特雷莎·梅执政期间,欲实质建立外资审查制度的长期措施迟迟未得以推进,其主要原因有两点,一是过去一年内脱欧的巨大压力几乎占用了英国政府所有政治资源,二是中企在英投资出现了收缩和调整,使2018年上半年一度箭在弦上的“收紧”的必要性降低。多方数据显示,自脱欧公投以来,英国对外资的吸引力反而持续上升。在上一年度中企境外投资大幅调低的背景下,2018年中企在英投资额仍位列欧洲第一、世界第二,2019年继续保持活跃。除房地产外,工程建设、科技与制造、金融与金融科技、教育等英国优势行业也吸引了大量中资,且未来预期将平稳走强。
The UK has long been a major destination for Chinese investment in Europe,partly thanks to its liberal and open economy. As predicted in last year’s report,a complete overhaul of Britain’s foreign investment regulation,as envisioned in the BEIS’s long-time measures of reform,quickly lost momentum during 2018-2019,amid dampening controversy and debate over national security risks of foreign investment,conflicting views over the proposed measures by stakeholders,and perhaps more importantly predominance of Brexit in domestic politics. Post-referendum Britain has,quite unexpectedly yet confirmed by various sources,become an ever more favourable destination for capital. Likewise,in spite of declining Chinese investment overseas in 2018,Britain remained the largest European recipient of Chinese capital and was ranked the second in the world. In addition to residential and commercial real estate,Britain’s proud sectors of education,technology,manufacturing,finance and fintech,as well as construction,have continued and are expected to continue to attract Chinese capital in the near future.
