The Development Plan for Guangdong-Hong Kong-Macau Greater Bay Area redefines the positioning of Guangzhou. According to this development plan，there will be four central cities，namely Guangzhou，Shenzhen，Hong Kong and Macao in South China. The “one country，two systems” policy and the “three customs areas” are unique in the world city clusters. As a national central city，Guangzhou has a solid foundation and enjoys advantages that are incomparable within a certain period of time. Of the four central cities listed above，Guangzhou is the only one that possesses a broad economic hinterland and a multi-level urban system. Its economic space can even be constantly expanded amid competition and cooperation through planning of metropolitan areas. To this end，the following suggestions are provided：It should accelerate institutional innovation，technological innovation and industrial innovation；it should quicken the pace of urban renewal and further revitalize the “old Guangzhou”；it should maintain the youthfulness of the city；it should be built into a fashion and consumption center with international influence.
