In 2018，Xi’an officially launched the national central city construction and accomplished initial results in the first year. New progress has been made in economic indicators，and economic restructuring was accelerated. Factors for the development of Greater Xi’an were gathered at faster speed，and Xi’an significantly increased its openness level and strongly advanced its ecological civilization construction. At the same time，due to the late start of the national central city construction，Xi’an is stilled confronted with problems such as weak economic foundation，low industrialization degree of scientific and technological achievements，and inactivation of the private economy. This paper proposes targeted countermeasures and suggestions on the major issues to be solved urgently in the current national central city construction of Xi’an.
