在三个不同的空间尺度上,北京承担着不同的功能:城市、京津冀地区和国家作为国家中心城市,2018年北京市市级各地区经济社会稳定发展,京津冀合作得到有效推进,北京作为“四个中心”的地位在国家层面不断提升但是,京城仍处于高品位、高精度、先进产业缺乏核心支撑力量,对非京城功能性专项救助行动影响应对不力,副城区中心吸引力差,京津冀协同不完善等“两难”境地发展机制高质量发展是北京国家中心城市建设的必然选择和必然要求。北京要成为未来高质量的国家中心城市,要转变城市治理方式,以人为本,推进非首都功能的释放,增强辐射和带动能力,构建创新的区域协调发展机制,逐步成为世界级城市和谐宜居的首都
Beijing assumes different functions when it is measured on three different spatial scales:municipal,the Beijing-Tianjin-Hebei Region,and the country. As a national central city,Beijing experienced stable economic and social development in all areas at the municipal level in 2018;it effectively promoted the Beijing-Tianjin-Hebei collaboration at the Beijing-Tianjin-Hebei level;the status of Beijing as the “four centers” has been constantly increased at the national level. However,the capital is still stuck in the “dilemmas” such as lack of core supporting force in high-grade,precision and advanced industries,failure to properly respond to the impact of the special relief of non-capital functions actions,poor attractiveness of deputy urban center,and imperfect Beijing-Tianjin-Hebei coordinated development mechanism. High-quality development is the choice and inevitable requirement for the national central city construction of Beijing. To become a high-quality national central city in the future,Beijing should change the means of urban governance,promote the relief of non-capital functions in a people-oriented manner,enhance its radiating and driving capacity,and build innovative coordinated regional development mechanism until it gradually becomes a world-class harmonious and livable capital.
