本报告主要对印度洋岛国的经贸发展水平及相关发展指标进行评估。具体分析步骤为：首先，综合相关概念界定出本研究所涉岛国的数量（48个），并基于地理和地缘标准划分出全球岛国所属的4大海域区和8个次海域区；其次，在全球岛国层面、印度洋域内三个岛国群层面以及印度洋域内岛国国别层面，分别进行纵向、横向的双维度经贸发展比较分析，其中全球岛国层面的比较对象主要是北大西洋和地中海欧洲岛国、南太平洋岛国和加勒比岛国；最后，选取40个综合评估指数构建发展环境评估体系，分别对影响印度洋岛国经贸发展的经济、政治、安全、制度、社会、生态等因素展开区域层面和国别层面的分析。主要结论有：第一，全球岛国对世界经贸发展做出的贡献不容忽视；第二，印度洋岛国整体发展水平在全球各地区岛国中较为突出；第三，印度洋域内岛国的经贸发展水平差距很大，东印度洋岛国在基本经济指标、贸易产品的资本技术密集度等方面都占据绝对优势；第四，印度洋岛国的经贸发展环境既有差异也有共性。基于营商环境、政治稳定性、制度建设和人类发展指标等分析，印度洋各岛国的发展基础相距甚远，但基于域内动力水平、地缘冲突以及生态环境等指标分析，印度洋岛国又都面临相似的发展约束。
This paper mainly evaluates the economic and trade development level and related development indicators of Indian Ocean island states. The specific analysis steps are as follows：Firstly，use the relevant concepts to determine the number of island states in this study （48），and divide the four sea areas and eight sub-sea areas to which the global island states belong according to geographical and geo-standards；Secondly，a comparative analysis of vertical and horizontal economic and trade developments is carried out separately at three levels：global island states，the three island groups of the Indian Ocean and all island states of the Indian Ocean. Among them，the comparison at the global island states level is mainly concentrated in the north Atlantic and Mediterranean island states in Europe. Pacific island states and Caribbean island states；Thirdly，40 comprehensive assessment indexes are selected to construct the sustainable development assessment system，and the regional and national analysis is carried out separately on the economic，political，security，institutional，social and ecological factors affecting the economic and trade development of Indian Ocean island states. The main conclusions are as follows：First，the contribution of global island countries to world economic and trade development cannot be ignored. Second，the overall development level of Indian Ocean island states is more prominent among island states in various regions of the world. Third，the level of economic and trade development of island states in the Indian Ocean is very different. The East Indian Ocean island states have absolute advantages in terms of basic economic indicators and capital technology intensity of trade products. Fourth，the economic and trade development indicators of the Indian Ocean island states are both different and common. Based on the analysis of business environment，political stability，institutional construction and human development indicators，the development foundations of the Indian Ocean island states are far apart，but based on the analysis of intra-domain dynamics，geopolitical conflicts and ecological environment，the Indian Ocean island states are all facing similar development constraints.
