上海合作组织（以下简称“上合组织”）成员国所在的金新月地区的毒品问题在国际政治、军事领域存在重大影响。该地区的毒品问题早已超越了毒品问题本身，加之与恐怖主义泛滥及国际反恐斗争相互交织，使得该地区成为大国角力的战场。上合组织成员国所在地区恰恰处于全球毒品贸易的一个核心区域，它既是毒品生产的主要区域，也是毒品贩运的重要途经地，还是毒品消费地。《上海合作组织宪章》规定：“共同打击一切形式的恐怖主义、分裂主义和极端主义，打击非法贩卖毒品、武器和其他跨国犯罪活动，以及非法移民。”上合组织必须以斩断恐毒合流链条为切入点，将该地区在执法、军事方面的行动重心向着禁毒方面逐渐倾斜，从而在更好地保证上合组织成员国的经济得到发展的同时，国家能够安全稳定，人民能够安居乐业。
Within the member states that belong to Shanghai Cooperation Organization（SCO）lies “the golden crescent” region，one of the world’s largest drug production area with implications for international politics and military policy in the region. The problem of drugs is therefore not a singular issue，but is entangled with the spread of terrorism and the international anti-terrorist campaign，making it a battleground for major powers. The SCO member states are located in the core region of the global drug trade. It is not only a major area of drug production，but also an important route of drug trafficking as well as a place of drug consumption. The charter of the Shanghai Cooperation Organization states：“［Let us］ fight together against terrorism，separatism and extremism in all their forms，fight against illicit drug trafficking，arms and other transnational criminal activities，and fight against illegal migration.” The SCO must aim to cut off the ties between drug and terrorism，and gradually shift the focus of law enforcement and military in the region towards drug control，in order to better ensure the economic development of the SCO member states，and to maintain domestic safety and the well-being of the population.
