相比1931年成立的英联邦和1970年成立的法语国家及地区国际组织等尤其是以某一种语言为纽带的国际组织，葡语国家共同体体现出鲜明的独特性。本报告回顾了葡语国家共同体的成立背景和过程，梳理了其法律性质、主要机构、宗旨和成就，剖析了其价值与独特之处。除了对葡语国家共同体理念深入分析之外，本报告还对中国—葡语国家经贸合作论坛（澳门）的作用进行了点评。
Compared with other international organizations featured by a community of language such as the Commonwealth founded in 1931 and the Francophone Community established in 1970，the Community of the Portuguese-Speaking Countries （CPLP） embodies distinct uniqueness. This study reviews the history and background of the creation of CPLP，its legal nature，main institutions，objectives and achievements and scrutinizes its value and uniqueness. In addition to an in-depth analysis of concepts of the CPLP，the study also comments on the role of the Forum for Economic and Trade Co-operation between China and Portuguese-speaking Countries （Macao）.
