2018年的美国科技:大国竞争下的科技创新政策

美国依然是超级科技强国,但是国际竞争优势减弱。特朗普政府继续冷落科学,大幅削减包括科学、气候变化研究和清洁能源应用研究与开发在内的联邦研发预算,但掌握最终话语权的国会在强烈的忧患意识的驱使下再度大幅增加联邦研发拨款,使科学受到保护。与此同时,美国联邦政府在宏观科技协调功能方面有所恢复,重视人工智能、量子、5G等新兴技术发展和先进制造业发展问题,特别关注国家安全和科技安全。“美国优先”理念和新的国家安全战略使美国政府更注重保护攸关未来产业发展和国家安全的关键新兴技术和知识产权,但这也令与科技创新有关的人才、技术、投资、市场等方面的政策举措趋向封闭。

Abstract

The United States remains a super-tech powerhouse,but its international competitive advantage has been fading. While The Trump administration once again ignored science and slashed federal R&D budget for science,climate change research and clean energy applied research and development,the Congress,which has the final say on the issue,once again boosted federal R&D appropriations to protect science,driven by the serious concern about the United States’ leadership in this arena. At the same time,the U.S.federal government has revived a little bit its macro coordination function on science and technology issues,focused on developing new technologies in areas such as artificial intelligence,quantum,5G telecommunication and advanced manufacturing,with great attention to science and technology for national security and security issues in the field of science and technology. Moreover,Trump’s “America First” and the new national security strategy have made the U.S.government pay more attention to the protection of the key emerging technologies and intellectual property rights that are vital to develop future industries and to maintain national security,but this approach has also led to the closure and conservatism of policy measures related to science and technology innovation,in terms of talent,technology,investment and market access.
