相比于社会运动相对平和的2017年,自2018年春季开始,法国社会运动加剧,抗议和罢工接踵而至。年初以国营铁路公司工人反对改革方案的规律性罢工开篇。随后,社会上掀起了一波又一波运动浪潮,以反对政府采取的改革措施:取消巨富税、对资本收入征税封顶在30%、降低住房补贴、上调退休人员的社会普摊税、裁撤公务人员等。马克龙期待在当选后18个月内实现的主要改革目标无一例外地受到了阻挠或延迟。年底更是出人意料地爆发了“黄背心”运动,截至2019年2月运动仍未收场。为什么2018年如此不平静?2019年还有更重大的改革,马克龙领导下的菲利普政府是否能顺利闯关,继续前行?
Compared to the relatively peaceful 2017,the year 2018 in France was marked with intensified social movement. Protests and strikes have followed one after another. At the beginning of the year,began the strike of the state-run railway company workers against the reform program. Afterward,came waves of movements to oppose the reform measures adopted by the government:canceling ISF the tax on the rich,caping the capital income taxe at 30%,reducing housing subsidies,raising the social apportionment tax for retirees,reduction of the number of civil servants and so on. Macron wished that the main reform goals achieved within 18 months after his election,but this wish was blocked or delayed without exception. At the end of the year,the yellow vest movement broke out unexpectedly and lasted into 2019. Why is the year 2018 so disturbed?There will be more significant reforms in 2019. Will the Philip government under the leadership of Macron be able to make a smooth passage and move on?
