2018年日本区域经济合作战略在亚太、欧盟和东亚三个方向同时取得重大突破，特别是日本在没有美国参与的情况下，积极发挥主导作用，推动CPTPP成功签署协议并尽快生效。CPTPP内容全面，涵盖面广，标准高。该协定不仅易于生效，而且关税削减速度加快。日本主导CPTPP的主要战略考量在于，抢占区域合作战略先机，主导21世纪全球经贸规则制定；应对“特朗普危机”，在美日双边贸易谈判中占据有利地位；推进安倍经济学，积极拓展亚太市场。作为21世纪高品质、高标准的区域经济合作协定，CPTPP不仅将对亚太区域经济一体化进程产生影响，也将为日本经济发展带来巨大收益，推动日本对外经济战略目标的实现。CPTPP生效后将很快启动扩容谈判，影响力将进一步提升，中国也应该积极研究应对之策。
2018年、日本の地域経済協力戦略は、アジア太平洋地域、EU、東アジア地域の3つの方向で大きな進展を遂げ、特に米国の参加なしに日本が積極的に主導的な役割を果たし、CPTPPの署名合意に至った。CPTPPは、高度な自由化と包括的な内容で、高い水準の内容を目指す。CPTPPは2018年内の早期発効ができるだけではなく、2019年1月1日には2年目の関税引き下げが行われることになる。日本はCPTPPを主導する戦略的動機は、地域経済協力の機会を捉え、新分野で21世紀型のルール確立を目指すこと、「トランプ危機」に対処し、日米二国交渉において優位な立場を占めること、アベノミクスをに推進し、アジア太平洋市場を積極的に拡大することである。包括的で高水準な21世紀型協定として、CPTPPはアジア太平洋地域の経済統合に多大な影響を与えているだけでなく、日本経済の発展に大きな利益をもたらし、日本の対外経済戦略の目標達成を促進する。CPTPP発効後には、新規参加と拡大プロセスの早期開始が見かまれて、影響力もさらに強化される可能性が高い。中国は今後も対策を積極的に検討する必要があると思われる。
Japanese economic cooperation strategy for Asia has made major breakthroughs in the three directions of Asia-Pacific，EU and East Asia，in 2018. In particular，Japan has played a prominent leading role without the United States’ participation，and promoted the successful signing of the agreement for CPTPP and will take effect as soon as possible. CPTPP has high-standard provisions，covering a wide range of areas. The agreement is not only easy to enter into，but tariffs are being speeded up. Japan has played the leading role in the formation of the CPTPP for multiple strategic consideration，such as seizing opportunities through regional cooperation and leading the rule-making of trade rules in the 21st century；responding to “Trump crisis” and taking advantage of the United-States Japan trade agreement；promoting Abenomics and expand the market of Asia-Pacific actively. As a high-quality，high-standard regional economic cooperation agreement in the 21st century，CPTPP will not only have an impact on the process of economic integration in the Asia-Pacific region，but also bring huge benefits to Japan’s economic development and promote the realization of Japan’s foreign economic strategic goals. CPTPP membership expansion is on the agenda，and it can increase its influence. China should also actively study how to deal with it.
