国际关系中的不确定性日益加剧，要求国家与全球治理机构采取积极的应对措施。以美国为首的西方发达国家呈现回归保护主义、在全球治理中呈收缩的趋势。以中国为代表的新兴国家成为全球治理的关键行为体，金砖合作机制更是成为代表广大发展中国家利益和诉求与金砖国家参与全球治理实践的重要平台。中国作为金砖机制的重要成员，探寻如何凝聚金砖力量以便更有效地参与全球经济、金融、生态、发展等治理进程，不仅符合国家发展需求，也同金砖国家诉求、全球治理需要相契合，有力回应了国际社会对中国应提供更多全球公共产品的呼声，也有助于金砖机制在全球事务中发挥更大作用。
The uncertainties in International Relations have been increase，which require national states and institutions at global level take active measures. Western developed countries take on the tendencies of returning protectionism and shrinking in global governance. Emerging countries have become vital actors in global governance，BRICS institution represents the appeals and interests of developing countries，and is the platform of attending global governance practice. China as important member of BRICS，is seeking how to participate into the process of global economic，financial，ecological and development governance effectively along with concentrating members strength. China is also to explore the way to achieve the conjunction point among national interest，BRICS members’ appeals and demand of global governance，which not only replies the requirements of China providing more global public goods，but also helps promote BRICS to play more roles in global affairs.
