德国在唐纳德·特朗普执政两年后开始重新谋划德美关系，因为即使在特朗普卸任后，德美关系也不可能回到从前。英国重新自我定位为“全球英国”，法国尚未告别“伟大国家”的角色。而对于德国，这一华盛顿共识的“模范生”来说，多边主义世界秩序与欧洲一体化是这十多年来对德国历史和地缘环境的最好答案。因此，没有一个国家像德国这样直接受到特朗普背弃多边主义的冲击。如果美国和欧盟无法捍卫多边主义，那么从长远来看，这一角色当仁不让地落在了中国肩上。鉴于美国对欧洲承担安全保证的意愿下降，欧盟需要自主的安全与防务政策。然而，目前欧盟在这一领域的发展不容乐观。德国需要在改革理念和财政政策上投入更多。
Two years after Donald Trump assumed office，Germany starts adjusting to the eventuality that relations to the USA will，even after his presidency，not return to their erstwhile state. The United Kingdom currently reinvents itself as “Global Britain”，France has never quite said goodbye to the “Grande Nation”. For Germany，the decades-long model student of the Washington Consensus，the multilateral world order and the European Union are however the only valid answer to its historical and geographical situation. Trump’s rejection of multilateralism therefore impacts Germany as intensely as no other state. Should the USA and the EU fail to fulfill their task as guarantors of multilateralism，China could realistically step in only over a longer term. As the USA security guarantee for Europe could become less reliable，there is an urgent need for a European security and defense policy. But Europe finds itself in a desolate state. Conceptually and financially，Germany therefore must invest even more in the EU.
