Switzerland is a small country in Europe,but in 2018,the number of foreigners in the country is about 2.08 million,which is 24% of its total population. Therefore,immigration integration is a reality of governance that Switzerland has to face. Statistics show that the number of immigrants and refugees entering Switzerland in 2018 has generally declined due to the further strengthening of EU border control,but the cumulative number of immigrants and refugees continue to grow. Immigration and refugee governance has become one of the main tasks of the Swiss government. Taking the city of Lausanne as an example,the article analyzes the Swiss government’s immigration and refugee integration policies with many innovative measures,the “multi-dimensional management” method. It means the common actions of the Federation,the state,the municipality and various social institutions. The implementation of the policy has clear objectives and content,and thus achieves remarkable success. Its experience has certain implications for immigration and refugee governance and integration in other countries.
