从20世纪下叶开始,埃及高等教育规模急剧扩张,这是埃及大力培养现代化建设人才的需要,也是民众与官员受各自阶级利益驱使对政府施压的产物。扩张主要表现为高校数量的增加和招生规模的扩大,扩张的代价则是教育投入分配不均和高等教育质量下滑。过度扩张对埃及教育行业、社会和政府都产生了深远的影响。本文通过梳理20世纪下叶埃及高等教育扩张的表现,并从政治经济学视角,在“政府—政策—社会”互动的框架下分析高等教育扩张背后的驱动力,及其对埃及产生的影响。
Since the beginning of the second half of the 20th century, the scale of Egyptian higher education had dramatically expanded, which was promoted by the country’s demand for cultivating elite working on the field of modernization and the pressure from people and officials which was out of their own class interest.The expansion was mainly reflected in the increase in the number of colleges and universities and the expansion of enrollment.And the cost of expansion is the uneven distribution of education investment and the decline in the quality of higher education so that it influenced the Egyptian education, society and government profoundly.This paper points out the fenomenen of Egyptian higher education expansion in the second half of the 20th century, and analyzes the driving force behind the expansion of higher education and its impacts in the framework of “government-policy-society” from the perspective of political economy.
