上海合作组织通过近18年的发展，取得了诸多成就，特别是在安全领域。截至目前，上海合作组织在安全合作机制的建设方面，大体形成了定期会晤决策机制、条约法律保障机制、联合反恐合作机制三者联动、相互促进的关系。通过这三种具体机制的协同作用，上海合作组织框架内的安全合作取得了不容低估的明显成效，不仅对促进成员国之间的安全合作居功至伟，而且维护地区安全的作用明显。当然，上海合作组织毕竟是一个较为年轻的地区合作组织，在取得一系列成就的同时其也存在不少问题。本文将从梳理上海合作组织安全合作机制的类型与特点出发，在总结其成果的同时分析其不足之处，并提出相应的政策建议，以期对上海合作组织发展和上海合作组织安全合作机制建设有所裨益。
The Shanghai Cooperation Organization has achieved great progress over the past 18 years，especially in the security field. Up to now，the Shanghai Cooperation Organization has basically formed a relationship between the regular meeting decision-making mechanism，the treaty legal guarantee mechanism，and the joint anti-terrorism cooperation mechanism in the building of the security cooperation mechanism. Through the synergy of these three specific mechanisms，the security cooperation within the framework of the Shanghai Cooperation Organization has achieved remarkable results that cannot be underestimated. It not only contributes to the promotion of security cooperation among member states，but also plays an important role in maintaining regional security. Of course，the Shanghai Cooperation Organization is，after all，a relatively young regional cooperative organization. There are also many problems in achieving a series of achievements. This paper will sort out the types and characteristics of the Shanghai Cooperation Organization’s security cooperation mechanism，analyze its limitations while summarizing its achievements，and propose corresponding policy recommendations，with a view to contributing to the development of the Shanghai Cooperation Organization and the security cooperation mechanism of the Shanghai Cooperation Organization.
