国际移民未来发展趋势呈现三大特点：（1）国际移民数量继续增加，但占总人口比例变化不大；（2）国际非法移民数量总体保持稳定，发达国家的非法移民态势有望缓解；（3）国际难民问题恐将更加突出，难民保护与治理机制成为国际社会关注的焦点。就国家安全而言，国际移民的影响主要体现在三个方面，即国土安全、公共安全与文化安全。国际移民对国家安全的影响既有实际存在的客观影响，也有主观建构的成分。有鉴于此，建立对国际移民的正确认知，构建科学的移民政策体系，发挥好国家治理、区域治理与全球治理的互补性，实现国际移民安全、规范、有序、可循环的跨国流动乃是不可或缺的应对之道。
