2015年，欧洲遭遇二战后最严重的难民潮，欧盟对阿拉伯世界的战略面临严峻挑战。本文通过分析这次难民潮的原因，阐释欧盟的分裂及欧盟的战略失误，提出将来欧盟解决难民问题的政策建议。
In 2015，Europe suffered its worst refugee influx after World War II，and the EU’s strategy for the Arab world was faced with serious challenges.Based on the reason analysis of the refugee influx，this paper elaborates on the division of the EU and its strategic mistakes，and puts forward some policy suggestions for resolving the refugee issue.
