由于文化经费来源的层级、目的和性质具有较大的复杂性，迄今为止并不存在有效的方法来评估城市文化资金利用和发展状况。本文以世界城市文化投资报告为基础，首次对比了包括上海、阿姆斯特丹、伦敦、莫斯科、纽约、东京等在内的16个世界文化名城中公共文化投资的相关数据，揭示上海城市公共文化资金投资的成效和特点，是评价我国城市文化事业支持政策和资金利用效率的重要决策参考。
Due to the complexity of the level，purpose and nature of cultural funding sources，so far there is no effective measure to evaluate the utilization and development of urban cultural capital.This report，for the first time，compares data on public cultural investment in 16 world cultural cities including Shanghai，Amsterdam，London，Moscow，New York and Tokyo to reveal the achievements and characteristics of urban cultural undertakings.It is an important reference for evaluating the supporting policies and capital utilization efficiency of Shanghai's cultural undertakings.
